Our senior members have successfully executed utility consulting projects and benchmarking programs for the last 25 years. The team brings both national and international experience to our clients, with several of our team having had multi-year overseas postings during their careers.
Ken Buckstaff, Managing Director, leads the firm and guides the development of our benchmarking progams and consulting services. He also serves as Engagement Director for consulting projects in T&D and Customer Service, as well as for our regulatory support projects. Prior to joining 1QC, Ken was a Partner at PA Consulting, a Senior VP at PHB Hagler Bailly, and a Partner at Theodore Barry & Associates. His career includes overall direction of utility benchmarking studies for over 25, as well as providing consulting services to major US and international utilities. Ken has served as an expert witness in numerous regulatory proceedings and has led the development of performance improvement methodologies for three different consulting firms. Ken also worked for the Salt River Project as an engineer and manager. Ken holds an MBA (UCLA) and a BSIE (Lehigh University).
Gene Dimitrov, Director, leads our consulting activities. Gene has more than 25 years of consulting experience in business change and process management including project development, management and implementation in the Energy, Telecommunications, Process Manufacturing, and Financial Services industries. Gene supports electric and gas utilities in the areas of Transmission, Distribution, and Customer Service with an emphasis on business strategy, process and organizational change. Over the last 15 years, Gene has managed Customer Service Benchmarking programs and large client engagements. He as worked as a Vice President and Managing Consultant for two international consulting firms. Gene holds a BS (Case Western Reserve University) and a Masters in International Business (University of South Carolina).
Debi Cook, Director, leads the infrastructure development for 1QC's Benchmarking Services. She also serves as the Program Director for the Customer Service, APPA Customer Service and Electric Transmission & Distribution benchmarking communities. Prior to joining 1QC, Debi was a manager of utility benchmarking surveys for 18 years. In her current role she manages the client interfaces and produces the questionnaires, statistical reports and analytics for the surveys. She also works on consulting projects for major North American utilities. Previously, Debi has worked for PA Consulting, PHB Hagler Bailly and Theodore Barry & Associates. Debi holds a BS (CSU).
Rob Earle is a Manager in the management consulting group, where he focuses on helping organizations achieve measurable performance improvement through employee and management engagement in large-scale change efforts. Rob has well-developed skills in strategy implementation, process improvement, and change leadership. His background at National Grid includes management of operations groups in Customer Service and Distribution, and most recently consisted of implementation of major changes through applications of technology, such as implementation of SAP and field force automation. During his tenure at National Grid, Rob also led several other projects, including customer experience transformation, business strategy development, continuous process improvement implementation and business continuity planning. His specialty in his consulting work has been built around planning sessions designed to help executives develop and align their strategic visions with their operating practices, so that the organizations can most effectively achieve their goals. He has a facilitative leadership style that enables a culture of high performance, creativity and engagement. Rob holds a black-belt certification in six-sigma, and has led dozens of improvement efforts utilizing the techniques embodied in the six-sigma approach. He received his education at SUNY Potsdam, in New York.
Dave Carter, Advisor, retired from We Energies in 2012. His career in the electric and gas utility industry spanned 40 years and included a variety of staff and line management assignments in engineering, operations, construction management, emergency response, performance measurement, benchmarking and process improvement. He holds a BSCE degree (Purdue University) and a Masters of Management degree (Northwestern University, Kellogg School of Management).
